Jayantha Fernando is an esteemed Attorney with a Master’s Degree in Digital Law (LLM) and over 25 years of expertise in Digital Law, Policies and Internet Governance. He played a pivotal role in drafting landmark legislation such as the Electronic Transactions Act and Computer Crimes Act. Jayantha chaired the Data Protection Law Drafting Committee, South Asia's first comprehensive privacy law. He also led the Cyber Security Law Committee. As a Partner at Heritage Partners (Attorneys-at-Law) and a Director of the Colombo Stock Exchange, Jayantha brings extensive international experience from his work with UNCITRAL, the Council of Europe and the World Bank on digital law projects across Asia-Pacific, Africa, and Latin America. He was instrumental in Sri Lanka's accession to the Budapest Cybercrime Convention (2015) and the UN Electronic Communications Convention (2016). Jayantha's career includes founding roles at the ICT Agency of Sri Lanka, where he shaped key digital laws and negotiated e-commerce terms in the Singapore-Sri Lanka Free Trade Agreement. He was also a Director and Chairman of the LK Internet Registry and a founder and former Chairman of Sri Lanka CERT. A Chevening Scholar (2002) and Eisenhower Fellow (2012), Jayantha is a visiting faculty member at the University of Colombo, Sri Lanka Law College, and the Judges Training Institute. His contributions to ICT laws earned him a "Lifetime Achievement Award" in 2017.
